An Act  Relative to Gifted and Talented Students.                              

 Section1.  Notwithstanding any general or special law or rule or regulation to the contrary, the department of education shall establish a program to promote excellence in student achievement to further the education reform act of 1993’s goals of providing a public education system of sufficient quality to extend to all children the opportunity to reach their full potential and to ensure adequate yearly progress for all children including those who are capable of performance beyond proficiency.  The department shall determine and report the number of students scoring at high proficiency and advanced levels of the Massachusetts comprehensive assessment system, promote appropriately challenging curriculum for academically advanced students within each school district and recognize all districts successfully reaching or improving upon the desired percentage of students scoring at top levels.
